I think asking a question but not really listening isn’t really ranking, just bad communication and listening skills. Unless the person asking questions is not listening because they are thinking things like:

“I don’t even care what their opinion is, they are just some young intern.”

“I have no interest in what someone like her has to say. She’s not anyone important.”

If that’s why they aren’t listening then yes, they are ranking them as worth less than themselves.
